Operating as an independent freelancer in New Chiti, Teagan Hoover has performed a variety of odd jobs for many different types of people, though many are impressed by his quick turnaround when it comes to specialized weapon manufacturing. While many are quick to label him as a morally skewed individual due to his willingness to work with gangs and villains, Teagan has often worked with heroes who don’t particularly care for the moral high ground and are simply seeking someone reliable. He claims to be a neutral party who will work with anyone, as long as he agrees to your terms.
Career
Teagan started building connections back in high school by doing various odd jobs around the borough he grew up in, Numilan. While not many knew him from back then, these initial connections allowed him to get up on his feet when starting his own freelancing business after mysteriously dropping out of high school.
Over the next nine years, Teagan built up a web of contacts throughout all five boroughs of New Chiti, taking up a multitude of jobs and garnering a widely positive reception for his ability to out-speed even specialized weapon manufacturing companies with quality work.
Personal Life
Hoover is often described as the 'glue' that sticks various groups of people together. As a frequent pursuer of the New Chiti nightlife, he more often than not runs into various contacts and acquaintances who he spends time with off the clock. Those who stick around him say that there's something about his general presence and vibe that makes things seem just a little more pleasant, which can be attributed to his experience working with people over the years.
Abilities and Gear
Teagan Hoover has claimed to have never slept a day in his life as a repercussion of his mark, Eyes Wide Open. Going without sleep for 27 years does not seem to have negatively impacted Teagan in the same way as it would a normal human, though many of his quirks can be attributed to being left to his devices 24/7 in a world bound by the importance of getting six to eight hours of sleep every night… or less, depending on who you are. On Thursday, June 12th, 2081, Teagan had a discussion with Daybreaker in which it was revealed that his hippocampus is shrinking from extensive strain. If nothing is done, he has one year left before he suffers from the effects of early onset Alzheimer's and other debilitating neurological effects. He is currently working to counteract these effects the best he can and stimulate his hippocampus growth in the process.
Over the course of his life, Teagan has made a full library's worth of weapons, though he has only utilized two during his time at Project Perihelion. While his trusty cane gun and the Hoover Havoc were utilized in an effort to take out the Phantom Thief Picklock in Must Come Down, nothing of note was accomplished.

| Portable Ice Cream Machine | A gift created for the purpose of surprising Ridley. It is an ice cream machine that you can carry around! Oh, but wait, it has THREE forms: normal mode, gun mode, and turret mode! Gun mode can be wielded like a gun, of course, and you can fire the ice cream in spurts or dispense it like normal mode. As for turret mode, it can autonomously track targets and fire ice cream as it would in gun mode! |
Trivia
- Doctors tend to avoid injecting Teagan with anesthesia because they are unsure of how his mark would react if he was forcibly put to sleep. So, well, any time he's injured... life is hell.
- He is high school friends with Ripley Pond!
- Teagan constructed the wire-frame and fabric exterior for Rattrap. Imagine trying to interpret the scratchy writing of a rat and making a fully functional body for them to use. He's one hell of an inventor, to say the least!
- Out of his whole group of drinking buddies, Teagan has brought up the names Alzophine Teakwood and Candy Cadorette. Their names are borrowed from old OCs of mine as a fun reference, although they are only the same by name.
- Teagan frequents bars at different parts of the night. As soon as his group in one bar head out for the night, he completely changes his outfit and overall demeanor before heading to the next. He effectively goes on a gauntlet every weekend.
- He had done several heist missions as a teenager, but he was absolutely unprepared for breaking into Lake Summer's Vault. To say that he was absolutely washed is an understatement...

Teagan's opinion on Acedia is complicated. He absolutely has every right to hate her, sure, but he seems to want to leave things on good terms. They got along very well prior to the heist, though emotions were heightened during the mission when he was lied to, shocked, and nearly killed. |

Teagan has a lot of fun talking to Agent Cancer. It was his choice to drag 'Prancer' along to the drinking party with Acedia and Ripley, after all. It's unclear how exactly he feels about the truth behind 'Dancer's' true identity, but it didn't shake him much from happily walking him home afterwards. So far, Cancer is the only person who knows the true extent of Teagan's condition. He was able to see right through him and they ended up sharing a (somewhat) heartfelt conversation about time and how it's spent. |

Ripley Pond, the loose end, the deepest connection to his past at Project Perihelion. Teagan is unsure how to feel at this point. There's a lot of questions, a lot of hanging threads left unanswered. He feels a strange obligation to help ease his worries, to understand, to talk beyond the surface level... but at the end of the day, it isn't his business. It just isn't, and he has a feeling that it might not ever be. High school connections are fleeting, fragile, and unlikely to last for long beyond those four years. He should be grateful that he even has the chance to catch up in the first place. He just hopes that he doesn't ruin it all by blabbering about his condition. |

Teagan has worked with Sisyphus many times in the past — he's consistent, pays well, and sticks to his word. Seeing him at Project Perihelion was a surprise, but a pleasant one nonetheless. But hey, one of the most underrated things about having a voice is that you can choose to stay quiet. |

The man is a PSYCHO, and working under him isn't his desired position... doesn't really help that he literally threatened his life either. He doesn't care if he is eventually surpassed — it's not like he has much time left before retirement anyway... and who knows how much he's got left in general. |
