The “Shitty City”, a swampy industrial place, is known for its high rate of crime and low quality of civil services. The citizens think they are tougher and their successes are more real and valuable compared to those of their privileged neighbors.
History
Chiti was an industrial factory town, booming with success and great relations to its neighbors— until the Flare laid their livelihood and environment to ruin. A chain of explosions caused by the event brought their factories to the ground, and with it flooding that submerged a good chunk of the city. Rebuilding was slow but relatively steady and thus New Chiti was birthed.
The government tries its hardest with what remains at its disposal but is ultimately useless, and as a result the place is now controlled by mafias, mobs, and gangs. The swamps of Old Chiti have become a dangerous landscape filled with vicious Marked alligators that seek nothing but chaos. Public services are pathetic, roads are broken, the water is dirty, schools underfunded, and tropical storms tend to tear down whatevers being built.
Geography
New Chiti is broken up into boroughs. These boroughs are very loosely based on some of the original settlements of Chitaly, though they no longer reflect the settlements much at all.
Numilan
Numilan is the borough closest to the swamps of Old Chiti. This borough is what people think of when they think of New Chiti-- where all the landmarks are. However, it was also the borough most effected by the flood.
Empress
Empress is the largest borough, geographically. It's also sometimes known as the "New Factories District", as it is home to most of the city's factories. Most of the population works here, as factory jobs are popular though the pay is low and the saftey standards are even lower.
Jaxon
Jaxon is the most seperate borough from the rest of New Chiti. Jaxon was the one least affected by the flood, and is the most suburban like area of the city. It's very wealthy, in comparison to the rest of the city, and developers who come to try and gentrify New Chiti usually take residence here.
Maday
Maday is the northernmost borough, and climate-wise, the driest.
Pawny
Pawny is right next to Numilan, and is the second cultural epicenter of New Chiti.
Criminal Activity
The government and the police try their best, but with next to no funding, there isn’t much they can do. Petty crime happens regularly and goes unpunished, seen as a way of life. Most of the criminal-control falls to the hands of Marked people and their gangs, which run the city more than any governing body. Illegal activities often bring the city more income than any of it’s legitimate exports. Much grunt work for larger villainy happens here, like weapons manufacturing and drugs.
There is a singular, relatively small prison in New Chiti. There were attempts to build more, but protests shut them down before anything was erected. Being so crime-ridden leads to a lot of people getting reduced sentences and funneling in and out just to keep up with the incarceration pace. The worst of the bunch are transferred out of city to other locations.
Marked Sentiment
There is no sentiment, no laws or regulations regarding Marks. The city is too busy with its own mess to try and govern that whole super-ordeal. As such, this is one of the few places where Marked are seen and treated as normal as the rest of the population. Just a fun fact, like having red hair or being able to whistle.
Stance on Superheroes
Superheroes are welcomed, but there’s hardly an economy to support them. As such, hero work is often treated as volunteering, or as a sidegig. Heroes here hardly do it for the glamor, and often don’t bother for the same flash that other places go for. Imposters can be common, so actions always speak louder than words when it comes to calling someone a hero. New Chiti believes heroes defend the weak, first and foremost.
Culture
'Hot Pockets' have been considered the 'official state food' of New Chiti because the company paid the state to make it so. Outside of that, New Chiti cuisine is mostly stews and chilis. The slow cooker is the most popular way to prepare food in New Chiti. New Chiti also has a signature alcoholic beverage called Swamp Water, made with strange berries often suspected to be Marked by the flare all those years back.
New Chiti has a superstition that if it rains on Sunday, then it's a sign that the rest of the week is going to be bad. If it rains on a Monday, however, it's a sign the week can only get better. This is derived from the hardships of the flood.
Interestingly enough, board games are a popular pasttime in New Chiti-- for example, Spicy Monopoly, a zesty twist on a popular game, and Connect 4 is taken very seriously in the city.
Celebrating perseverance and getting rid of an invasive species at the same time, the New Chiti Bake and Snake is a giant cookout that basically finds different ways of making a mucky little creature taste somewhat digestible. The CookOut Conqueror is championed to whoever can consume the most snake dishes by the end of the day.
Intercity Relations
Apopka Lights
They hold great admiration for Apopkans, and many Chitizens dream of saving up, moving to A.L. and making it big. Instead of seeing Apopka’s dog-eat-dog lifestyle as controversial like the other cities, it’s seen as ‘fair’ by Chitizens
Cytopia
Many resent Cytopia’s exploitative business practices, especially in contrast to their ‘goody-two-shoes afraid-of-their-shadows’ populace.
Draywood
They’re “nice” and about half of New Chiti appreciates them while the other half sees them as rich pompous snobs who only do community service for clout.
Republic of Randwell
A lot of ‘runaways’ from Randwell escape to New Chiti, and most regard the Republic with a healthy amount of suspicion as a result.
