The technological city of the future! Well organized and well maintained by an efficient bureaucracy, the city considers itself the best for its innovations and extensive public services.
History
Cytopia was once part of the founding community that harbored Draywood, both following similar routes of progress as they used the land to their advantage. But while the northern folk saw the beauty in the land’s bounty and sought preservation, the southern folk believed that the land should be explored, used to its fullest to craft something great. Eventually a divide formed and the newly forged Cytopia continued its path of pushing their resources to their greatest abilities, often hosting grand exhibitions of the latest advancements.
Cytopia developed a Land-renowned educational system alongside its ever-advancing technological industry, starting from simple road improvements to developing a train system that all city-states in The Land now utilize for main travel.
The city was generally a peaceful place, leaving most civil disputes easily manageable without much police force necessary. After the Flare occurred, however, there was a rise of chaos as people who either gained abilities had yet to control them— or began using them against others. The chaos was overwhelming and took Cytopia over twenty years to recover from. The damage was enough that Cytopia reformed its police force, developing new weapons that would maintain order and establishing new policies to prevent that level of disarray from ever plaguing their streets again.
Geography
Cytopia is broken up into six districts that are named after the first 6 roman numerals. The districts have been perfectly divided among population in the city, as there is one senator on the parliament per district.
The senators for each district are as follows:

Cedric Anthony of District I is a professor of sociology at Cybil University, which is located in the district. Popular with students and specializes in public education and social services.
Barbara Chun of District II is the most consistently re-elected senator known for her extensive legislation regulating new innovations from Cytopia's best and brightest. OSHA, Food and Drugs, and experimental technology are held to her exacting standard. Neospire's offices and the weather control tower are in this district.
Atlas of District III is a popular ex-hero. As the district borders Draywood, it's the district most prone to trouble as it handles immigration of citizens and invaders from the Ebon Woods. He is a calm, reliable figurehead many depend on to maintain the status quo
Christian Kelsey of District IV is a trained lawyer. Marked but "one of the good ones" he's spearheaded controversial campaigns to integrate Marked into 'normal society' by heavily restricting private/public usage and defending the Mark Registration Act.
Awotwi Mensah of District V is a recent elect after the events of the Parley, he oversees the hero program and is extremely tough on crime, dramatically reducing the crime rate in his district to popular approval. The high security prisons are in this district.
Nazmin Hassan of District VI is Martin Copperfield's replacement after he was impeached for his involvement in the Parley and CY-009. She's the business-savvy CFO of New Millennium Park, located in this district with big plans for the tourism industry, Cytopia's GDP, and exports to other city-states.
Criminal Activity
There’s intense laws and regulations for just about everything, but that doesn’t keep the crime rate low, it just keeps it organized, creating pipelines and schemes for illegal science experiments. There’s also big illegal street races, and a small but strong anarchy-artist movement. As of recent, there has been an uptick in anti-Mark hate crimes.
Cytopia's prison system has been called "a calculated science". Cytopia is home of the largest prison facility in The Land, and their escapee rate is near zero. They also have special prison facilities for the Marked.
Marked Sentiment
After recovering from the impact of the chaos the Flare brought on, Cytopia set strict guidelines for Marks and their usage. Or rather, lack thereof. Anyone who is Marked must have their ability registered, and any use of it in public can amount to fines, community service, or with enough repeat offenses, jail time. Many older people still look at Marked with suspicion, and using your Mark to your advantage in your career or schooling is considered ‘cheating’.
Stance on Superheroes
They love hero work! Love regulating it so it doesn’t endanger any citizens! Unlike the feral vigilantes that sometimes plague The Land, Cytopia is only fond of those deemed ‘official’. This means you have to apply to the government to have a license and pass the background check, then’ll you get access to experimental tech and the privilege of wearing a cape. Cytopia sees their heroes as superior since they pass a “quality assurance” test and aren’t any old rando in a mask. Surprisingly, Marked are not allowed to be heroes. Heroes from other cities are treated with a range of suspicion to respect, depending on how legitimate their work is seen as. Cytopia believes heroes keep people safe, first and foremost.
Culture
Cytopia is known for their relatively bland cuisine. Cytopia has granola bars of nearly every flavor imaginable that is usually marketed as the "most efficient" meal. Some Cytopians remark that they would rather drink soylent and eat nutrient cubes if they could. In fact, the most popular food is differently colored soylent. They barely have differing flavors, but even so it's preferred over their bland dishes.
Cytopia doesn't have any superstitions, except for one. When you’re driving over a bridge, you have to be touching the ceiling of the car too, or else its bad luck.
Video gaming and e-sports is a popular pastime in Cytopia. There is a large focus on speed-running and maximization. The e-sports rivalry between Cytopian and Dray teams is very intense.
Cytopia’s Celebration of Separation has delicious food, a cool showcase of future tech, free New Millennium park admission, and one of the largest fireworks shows in the Land. It's celebrated on the day that Cytopia formed and separated from the founding settlement shared with historic Draywood.

Apopka Lights
While Apopka’s work ethic and achievements are well respected, business deals are always done with a good amount of caution, as the city’s reputation for shady practices can backfire on Cytopians.
Draywood
Bitter, bitter rivals. who would rather let their citizens run wild in the name of ‘art’ than keep them in check, and care more for the mystical story behind a random tree than it’s practical uses.

So scary… so dangerous… Cytopians clutch their metaphorical purses. Ah, at least they make for cheap manufacturing labor.
Republic of Randwell
Both a source of scientific cooperation and funding! Good friends! Randwell provides grants for many research projects with the idea that they can benefit themselves with the results I mean uh benefit everyone.
