Cecil Allrich was a serial killer and one of the world's first and most deadly supervillains. His reign of terror began in the 80s, and continued on into the 90s, until he eventually disappeared completely around that time. He was originally from the Republic of Randwell, but his antics have spanned all of The Land. He was known for killing Marked individuals in sick and twisted games and then using his Mark, Solbinder, to forge their Mark onto an object, which he collected. He was considered Regina Aquamarina Berndtsson's arch nemesis. He disappeared one day, never to be heard from again. The details surrounding his death and his legacy have been covered up by Randwell, so nobody truly knows what became of him.
He was close friends with Apopkan socialite Oscar Chaturanga III.

Object: Heaven's Arm
Description: A glowing green decorative longsword made of conductive crystal
Ability: Heaven's Arm has two notable abilities, Coup De Foudre can absorb and channel electricity, allowing the user to shoot lightning or travel through storm clouds. Weather Vane acts as a danger sense the closer in space and time the user gets to major disaster.
Origin: WIP

Object: Dark Sentinel
Description: A long dark red cape with ermine fur trim
Ability: The cape is indestructible, resistant to being pierced or cut. It can also absorb and reflect energy attacks.
Origin: Cecil Allrich's first act of villainy and first object, killing his squad commander by suffocating him with a rope at night only a couple days after basic training. Cecil proceeded to kill every other member of his squad shortly after.
Last Known Location: Unknown, assumed destroyed.
Object: Heart's Locket
Description: A silver locket with a long sharp point and a durable, thin chain.
Ability: The locket has empathic properties, the user's emotions will infect and override others' emotions in a large physical area.
Origin: Dr. Silvia Hart was a psychologist and Premiere Regina's close friend who believed she could talk to Cecil after his initial heel-turn and influence him to support the Republic once more. He killed her within the first therapy session after his initial arrest.
Last Known Location: Kept in Daisy Shepard Lab and Research Facility for study, missing.
Object: Lifespring
Description: A circular marble pool that when filled with water, flows in a waterfall-loop. It doesn't have a drain and doesn't need to be connected to any plumbing system.
Ability: Water from the Lifespring has dramatic healing properties, and was forged into the Cy-009 vaccination. It was able to return Moxie Divine from near death and can possibly reverse the effects of harmful Marks.
Origin: SWAK was a beloved healing hero from Apopka Lights who after losing their team to Cecil, planned to break into his compound and retrieve their fallen comrades in an attempt to restore them. SWAK was caught by his Court and he killed them shortly after.

Object: Crown of Innocence
Description: A delicate silver tiara with a unicorn horn. Sapphires are laid into the metalwork and the back is connected with a dainty pink ribbon
Ability: The user can issue a mental command that anyone they make eye contact with will be compelled to follow. The extent of the crown's hypnotic power is unknown, as it tends to damage the brains of any users over the age 18.
Origin: A shy young girl afraid of her own power answered a newspaper ad promising to help her control it, without realizing she'd be lured and kidnapped by Cecil Allrich and his court.
Last Known Location: Unknown, assumed destroyed.
Object: Silent Intermission
Description: A pair of elbow length velvet purple gloves with metal sewn onto the palms
Ability: Whenever the user claps their hands, anyone within earshot is paused in time. They cannot be moved, think, or age. Clapping again within earshot will remove the effect. For example, if you clap in a room of twenty people, they all freeze. If someone new enters, and you clap to freeze them, this will unfreeze the rest of the group. This effect works over radio, phones, and live video.
Origin: Intermission was one of the most dangerous supervillains in Cytopia after the Flare, responsible for much of the upheaval and chaos that scar Cytopia to this day. He was eventually apprehended by a team of heroes with noise cancellation technology and had his hands amputated. He was imprisoned for only seven years when Cecil Allrich broke in and killed him.

Object: Weight of the World
Description: A golden scepter with jeweled globe atop.
Ability: The user can control the force of gravity for an area, person, or object. They can nullify it, make it stronger, weaker, or change the direction. It takes concentration, especially when handling multiple targets.
Origin: A physics professor at Cybil University who specialized in gravitational fields. He wouldn't kneel to the King, but from then after, the King of Marks could force anyone he'd like to kneel.
