The World's Deck is an organised crime syndicate operating out of the Star's Heights Casino in Apopka Lights, known for its associations with terrorism, fraud, loansharking, illegitimate bookmaking, and political corruption.
Leadership and Formation
The World's Deck has been operated by the Cao family since 1984, by newly Marked businesswoman Yawen Cao, who opened the Star's Heights Casino in the same year. The organisation's ownership has been passed down the Cao family line since. Typically, this has been done at the death of the previous head of the family, though in recent years former head Xiang Cao abdicated the role to her son, Jianhong Cao, and his husband. Further recent changes to the structure of the gang seem to imply that the role is now being passed down through The Star Climb, due to the close ties between the organisation and the casino they operate from. The current joint heads of the family are Jianhong Cao (known internally as The Diamond) and Benjamin Dover-Cao (known internally as The King Of Hearts).
