Guiying Cao was an Apopkan kingpin and previous owner of the Star's Heights Casino in Apopka Lights. She was the head of The World's Deck, an Apopkan crime syndicate, for a brief time.

Career
In 2012, after the assassination of her mother, Cao inherited both the Star's Heights Casino and the World's Deck. She managed the casino for 17 years, the shortest management period of any of the Cao family, but was considered very popular, and maintained the casino's steadily growing reputation. She was also considered particularly aggressive, with the World's Deck being attributed to a massive spike in violent crime in the area during her management.
Death
Cao was murdered in 2029, after a turf war caused a Markfight to break out within the Star's Heights Casino, along with seven of her highest-ranking croupiers. The business was inherited by her daughter, Xiang Cao.
Personal Life
Cao never married, but maintained close romantic relationships with Apopkan businesswomen Hisako Mori and Lin Zhou, the latter of whom she had one daughter with, Xiang Cao.
