Diana "Dee" Kelsey was a planetary seismologist and villain based in the Republic of Randwell. Originally from Cytopia, she fled to the Republic to escape a scandal about her graduation from Cybil University. She was once rumored to be working on an asteroid defense system for the Republic of Randwell, but Randwell denied any connection. Kelsey was responsible for the Moon Detonation Incident in September of 2080. She was one of the victims of the Penumbra's Parley Massacre.
Career
Kelsey studied and was well versed in astrophysics and more specifically the seismology of the moon. Kelsey graduated from Cybil University during the innate Mark knowledge controversy that grew to popularity among the university in 2062. Following her controversial graduation, she left Cytopia and was regarded as a cheating villain by the city.
Time at Randwell
After leaving Cytopia, Kelsey moved to the Republic of Randwell. Although nothing was confirmed for a very long time, rumors circled that Kelsey was actually hired by Randwell to work on an asteroid defense system for the city. Once this was publicized, Randwell denied all connection to the scientist, continuing to compound Dee's status as a villain.
Penumbra's Parley
Kelsey was one of the original 17 individuals trapped in Castle Penumbra during the massacre. While there, she trapped Fernando de Cortés y Guerrero in a room with a gun pointed at him, and in his attempt to escape he got himself killed, which marked Kelsey as the killer. After being found out, she used her power granted to her by the game (being full control of the weapon's system) to completely destroy the moon.
Moon Demolition
Kelsey had an elaborately set up plan on how to destroy the entire moon for a while. She had used her mark to set up discs that would compound the power of already powerful missiles to explode the celestial body. It was her final act before she was killed at the Parley.
Personal Life
Diana Kelsey was born to Christian Kelsey and Gabe Kelsey. She was known as a prodigy, and famous among political circles for being the genius daughter of the Cytopian senator. She was accepted into Cybil University at the young age of 16, and graduated within 4 years.
Abilities and Gear
Kelsey is an Opera level marked individual. Her mark is known as Dual DisKinetics. Her mark can summon a two-sided disk from her right hand. Any kinetic energy that strikes the alpha side of the disk is perfectly reflected. Any kinetic energy that strikes the beta side of the disk passes through it and is amplified by a factor of 2. Dee can summon a maximum of 30 at a time.
The disk only becomes “active” once it leaves Kelsey's hand, meaning that she can summon it and then decide where to place it before its effects actually begin to work. There is no effect on the surface of the disk’s circumference, so it is possible to move and/or hold the disk, even when it’s active.
The main application of this ability is for objects colliding with the disks, such as someone punching the disk and hurting their hand, items being dropped onto the disk and bouncing off it, etc.
