Mother Goose is the name of a villain who originated in Draywood but operates all over the land, save for New Chiti. They often don't wear the same costume twice, but they maintain a feathery angel motif. They've been arrested many, many, many, times but continue to operate regardless.
Career
Mother Goose has been operating for at least 40 years, though many suspect longer. They've only more recently became vocal with their appearance and cause. Mother Goose is a serial killer who specifically targets young Marked with extremely powerful marks. 70% of their victims are children, 25% are teens, and 5% are adults, though they've never hit anyone over 30. Mother Goose has gone on record multiple times to state that power that great shouldn't be allowed to exist. Much like how those who advocate for world peace want every nation to disarm their nuclear warheads, Mother Goose takes it upon themself to "disarm" every "nuke" that gets born. No matter how innocent, pure, and kind the victim is, Mother Goose firmly believes there is power too great to be ever be wielded justly. It's best if the power did not exist, and merely continuing to let it happen is wrong.
Simple "breathes fire" or "turns into a wolf" isn't dangerous enough to qualify for Mother Goose's special nap time. They target dangers to humanity, the world, or existence itself. For example, For Whom The Bell Tolls is a mark where whoever hears the user speak dies. Young children, no matter how innocent or how good they promise to be, can't be trusted with a power like this.
Abilities and Gear
Mother Goose is assumed to be unmarked. They primarily target children because adults fight back, and if an adult has proven themself responsible enough it is no longer a concern.
Mother Goose often kills their victims with poison, suffocation, or other painless methods. They don't consistently display skill in combat or weapons handling.
Trivia
Shh, but Mother Goose actually isn't one person! They're a de-centralized terrorist organization that communicate through a network of mommy group Quack instances in code. The scariest problem with them is there is no leader, just the idea of Mother Goose, and no matter how many get arrested the idea will continue to perpetuate itself. If you grew up with a powerful mark or know someone who did, it was probably hushed up as much as possible to keep Mother Goose from finding out.
Mother Goose maybe once had a leader, a founder, who was doing a travel-back-in-time-to-kill-baby-hitler scenario, but who knows what happened to them.
