Xiang Cao is a retired Apopkan kingpin and previous owner of the Star's Heights Casino in Apopka Lights. She is the previous head of The World's Deck, an Apopkan crime syndicate, preceding the current owners, The Diamond and The King Of Hearts.

Career
Xiang Cao has been associated with The World's Deck from a young age, with sightings of her with mobsters and croupiers dating back to the early 2020s. In 2029, Cao inherited the head position within The World's Deck, as well as the co-owner position of the Star's Heights Casino, after the death of Guiying Cao. She abdicated her position in 2063 after a series of assassination attempts, passing down the organisation to her son, and son-in-law.
Personal Life
Cao allegedly married in 2034, to an undisclosed Apopkan businessman, though he has never been seen in public. She has one son, Jianhong Cao, and a son-in-law, Benjamin Dover-Cao, who she is reportedly very close to. In her retirement, she has reportedly shown an interest in Racsan's Derby, being allegedly spotted at various races.
